Role Overview

We are seeking an experienced Senior Operational Efficiency & Management Consultant to conduct a comprehensive operational efficiency assessment for a local government organization.

The ideal candidate will have strong experience in government consulting, operational assessments, organizational restructuring, strategic planning, process improvement, financial analysis, and performance management.

The consultant will evaluate organizational structures, management systems, staffing, budgets, technology, and departmental operations to identify opportunities for cost reduction, improved service delivery, increased accountability, and long-term financial sustainability.

The role requires collaboration with government administrators, department directors, and key stakeholders to develop practical, measurable, and implementable recommendations.

Key Responsibilities

  • Conduct comprehensive operational efficiency assessments across multiple government departments and agencies.

  • Evaluate existing organizational structures, management systems, business processes, and operational performance.

  • Apply fit-gap analysis, benchmarking, and quantitative assessment methodologies to identify operational inefficiencies.

  • Review departmental strategic goals, organizational priorities, policies, procedures, and management practices.

  • Analyze financial, budgetary, operational, and staffing data to identify opportunities for improvement.

  • Evaluate staffing levels, job responsibilities, supervisory practices, and organizational spans of control.

  • Conduct interviews with department directors, management personnel, and relevant employees.

  • Identify operational risks, redundant processes, service delivery gaps, and cost-saving opportunities.

  • Assess existing performance management systems, accountability mechanisms, and operational metrics.

  • Compare departmental performance against recognized government and industry best practices.

  • Evaluate technology strategies, internal systems, and technology utilization across departments.

  • Assess customer service effectiveness and recommend improvements to internal and public-facing services.

  • Develop strategies to improve operational efficiency while maintaining or enhancing service quality.

  • Prepare detailed departmental assessment reports outlining findings, identified gaps, and recommendations.

  • Prioritize improvement recommendations based on financial impact, operational effectiveness, and service delivery benefits.

  • Develop comprehensive project management plans covering staffing, schedules, communications, governance, risk management, and assessment methodologies.

  • Provide regular project updates, progress reports, and milestone tracking.

  • Prepare comprehensive final assessment reports and actionable implementation plans.

  • Develop implementation schedules, cost estimates, performance indicators, and risk mitigation strategies.

  • Present findings and recommendations to government leadership, the Board of Commissioners, and other stakeholders when requested.

Required Skills & Qualifications

  • Extensive experience in management consulting, operational efficiency assessments, organizational analysis, or business process improvement.

  • Strong understanding of local government operations, public administration, and government budgeting.

  • Experience conducting organizational performance assessments for government agencies or similarly complex organizations.

  • Strong knowledge of strategic planning, organizational assessments, and performance management.

  • Experience analyzing financial data, operational budgets, staffing models, and resource allocation.

  • Expertise in business process improvement, fit-gap analysis, and operational benchmarking.

  • Ability to identify cost-saving opportunities and develop practical efficiency improvement strategies.

  • Experience evaluating organizational structures, management practices, and supervisory responsibilities.

  • Understanding of technology strategy, digital transformation, and technology-enabled process improvement.

  • Ability to develop comprehensive project management plans, implementation strategies, and risk management frameworks.

  • Experience developing Key Performance Indicators (KPIs) and evaluating organizational performance.

  • Strong analytical, quantitative research, problem-solving, and decision-making abilities.

  • Excellent stakeholder engagement, interviewing, presentation, and communication skills.

  • Ability to prepare detailed assessment reports, executive summaries, and actionable implementation plans.

  • Experience presenting findings and recommendations to senior executives and government leadership.

  • Ability to work collaboratively with department directors, administrators, and cross-functional teams while maintaining professional independence.

Preferred Qualifications

  • Previous consulting experience with municipal, county, state, or local government organizations.

  • Demonstrated experience completing operational performance assessments of comparable scope and complexity.

  • Experience in public-sector financial planning, budgeting, and organizational transformation.

  • Relevant professional project management or process improvement certifications are advantageous but are not mandated by the RFP.
