Job Description

Position Summary

The Career & Education Manager leads three program areas, the Hire Gulf Coast Youth (HGCY) program, Education Operations (Ed Ops), and Talent Development, through the supervisors who manage each team. The manager is accountable for budget, staffing, compliance, and performance across all three areas, and for moving customers from services and training into employment.

Essential Duties and Responsibilities

Leadership and Staffing

  • Supervise the HGCY, Ed Ops, and Talent Development Supervisors, and through them all frontline staff in the three areas.
  • Keep positions filled by monitoring vacancies, partnering with HR on timely recruitment and hiring, and planning coverage during openings.
  • Ensure all staff complete required trainings and certifications as set by SERCO, the Texas Workforce Commission, and Workforce Solutions, and track completion.
  • Ensure staff meet performance standards and timesheets are approved accurately and on time, and coach and develop supervisors.

Program, Budget, and Contract Management

  • Manage budget, staffing, and resources for HGCY, Ed Ops, and Talent Development, including responsible use of program funds.
  • Serve as the primary liaison with Workforce Solutions on contract requirements, performance, and program changes, and ensure all three areas meet contract standards.

Customer Journey and Employment Outcomes

  • Design and maintain workflow systems that move each customer from intake through career services and training into employment, and fix gaps that delay placement.
  • Work closely with the Business Solutions Manager to connect WIOA customers with the right job opportunities and align training with employer demand.

Program Oversight

  • HGCY: Oversee youth services in line with WIOA Youth requirements, including partnerships with schools and community organizations and practices for working with minors.
  • Ed Ops and education services: Oversee career service plans, labor market guidance, referrals to training and apprenticeships, and access to financial aid and literacy resources, and maintain partnerships with postsecondary institutions and training providers.
  • Talent Development: Oversee Talent Development services and ensure the team meets its performance goals.

Compliance and Performance

  • Monitor case documentation, WorkInTexas (WIT) data entry, and reporting for compliance with federal, state, and workforce board requirements.
  • Review outcomes, including placement, retention, wages, credential attainment, and WIOA Youth measures, and lead corrective action plans.
  • Lead internal audits, monitoring reviews, and continuous improvement efforts, and represent the unit at workforce board and partner events.

Qualifications

Minimum

  • Bachelor's degree in workforce development, education, counseling, social sciences, or a related field. Equivalent relevant experience may substitute for the degree.
  • Five (5) years of experience in workforce development, education services, career advising, youth services, or case management.
  • Three (3) years of supervisory or management experience, including supervising supervisors or multiple teams.
  • Experience managing program budgets, contracts, or grant-funded programs.
  • Strong knowledge of labor market trends, education systems, and career pathways, and proficiency with Microsoft Office and WorkInTexas (WIT).

Preferred

Master's degree; strong knowledge of WIOA Youth, Adult, and Dislocated Worker requirements and performance measures; experience working directly with Workforce Solutions or a local workforce board.

Key Performance Indicators

Achievement of contract performance measures across HGCY, Ed Ops, and Talent Development; employment placement and retention outcomes; vacancy rates and time to fill; staff training compliance; and timely completion of corrective actions and reporting.

Special Requirements and Work Environment

Valid Texas driver's license, automobile liability insurance as required by the State of Texas, and reliable transportation within the service area. Must pass a background check, as required for oversight of programs serving minors.

Sitting and driving for extended periods; occasionally lifting up to 25 pounds. Fast-paced environment with constant communication.
